The auction is dense, and budget alone does not win it

More advertisers bid the same searches, and prices follow. What stops this being purely a spending contest is that Google weighs expected click-through, ad relevance and landing page experience alongside the bid, so a carefully built campaign on a smaller budget routinely outranks a careless one spending more.

Volume hides bad leads

Enough inquiries arrive that a campaign can look like it is working while optimising toward whoever clicks most rather than whoever buys.
